'exercise mailed fist': largest ever marine corps drill on US east coast

from cnn: It's mid-June, a perfect time to visit the beach to watch porpoises play in the surf or seagulls strut the sand -- or you could watch a formation of Marine Corps warplanes darting over the shore at hundreds of miles per hour. But don't worry -- the United States hasn't declared war on your family's beach house. It's just part of a major Marine Corps exercise called Exercise Mailed Fist (translation: armored fist).

The exercise is designed to test the capability of every type of Marine Corps aircraft, including MV-22 Ospreys and F/A 18 Hornets, as well as some Navy ships and Air Force planes. The drill will stretch from Quantico Marine Base in northern Virginia to the Navy's Pinecastle Bombing Range in Florida. With thousands of Marines and other service members involved, it's the biggest such drill ever on the U.S. East Coast.

Wheeler, who lived part time in Old New Castle, worked as a defense consultant and had a long and decorated military career that involved working in the Reagan and George W. Bush administrations. Wheeler also served as chairman of the Vietnam Veterans Memorial Fund, which built the wall in Washington, D.C. His death has been ruled a homicide. Newark police have had a crime scene unit at Wheeler’s home at 108 West Third St. in Old New Castle all day today, with crime-scene tape roping off the prominent three-story brick home with black shutters. Friends and neighbors were shocked to learn Wheeler had been murdered. “This is just not the kind of guy who gets murdered,” said Bayard Marin, a Wilmington attorney who represented Wheeler. “This is not the kind of guy you find in a landfill.” Wheeler worked in Washington, D.C. and investigators have determined he was on an Amtrak train from Washington to Wilmington on Tuesday, said Newark police Lt. Mark Farrall. “The last place they can put him is getting off the Amtrak train in Wilmington,” Farrall said.

The drone component of the campaign hit a new high over the weekend — 20 attacks in September alone, killing as many as 101 people. Today, NATO confirmed that a pair of its helicopters, based in Afghanistan, chased militant suspects across the border. 53 more are now reported dead.

In the Beltway, it’s considered bad form to refer to the Pakistan “war.” The term is too loaded with geopolitical baggage, and raises too many questions about who should be overseeing the conflict at home. But when NATO helicopters kill more than four dozen in Pakistan in a single day; when the CIA-led drone campaign hits 20 targets in 23 days; when thousands of U.S.-trained Afghans cross the border to fight insurgents on Pakistani soil; when American troops ferry aid to Pakistan’s flood victims; when the U.S. Air Force flies surveillance sorties over Pakistan; when American security contractors operate on Pakistani turf; and when U.S. Special Operations forces school Islamabad’s army in counterinsurgency (and sometimes lose troops to firefights in the process), what else should we name this multi-pronged military campaign? why is fema trying to cover up national level exercise 2010?
from public intelligence: Public Intelligence has received a request from FEMA to remove a “For Official Use Only” document regarding the National Level Exercise 2010 (NLE 10), which was scheduled for this coming May.  The exercise was to be based on National Planning Scenario 1 which simulates a nuclear detonation in a U.S. city.  However, recent political pressure has led to the exercise being “scaled back” according to the Washington Post, Christian Science Monitor and a variety of other publications.  At the behest of Senator Harry Reid (D-NV), the exercise’s Nevada events have reportedly been canceled and the FEMA website now shows no mention of NLE 10.

from allgov: Warlocks, the jamming technology used by the U.S. military to thwart roadside bombs in Afghanistan, fell into the hands of the Taliban more than two years ago, according to an Army intelligence document obtained by WikiLeaks. The equipment may have been subsequently shipped to Iran where researchers tried to figure out how Warlocks works by using reverse engineering.

Warlocks is designed to scramble signals such as those sent from cell phones to detonate improvised explosive devices (IEDs), which have been a leading cause of death and injuries for American soldiers.

It is unknown whether the capture of the anti-IED system resulted in the Taliban overcoming the jamming technology. Steven Aftergood, director of the Project on Government Secrecy at the Federation of American Scientists, said it’s possible the Army developed a new system to replace the Warlocks that may have been compromised. “Nothing ever stands still. The Army is always upgrading, creating newer measures to deal with new threats,” Aftergood told NextGov.

off-the-books 'jason bournes' in afghanistan?
from danger room: Did a Pentagon official set up his own rogue intelligence operation in Afghanistan? And did he divert cash from an open-source cultural research program to do it? The top national security story of the day in today’s New York Times raises more questions than it answers.

Here’s the short version: Dexter Filkins and Mark Mazzetti of the Times tell the story of Michael Furlong, a defense official reporting to U.S. Strategic Command who may have hired private security contractors to serve as his own personal “Jason Bournes” to collect targeting intelligence in Afghanistan and Pakistan. And in a particularly interesting twist, he may have used money intended for a military-funded newsgathering operation as his own slush fund.

The whole scheme, apparently, irritated the CIA - and may have crossed the line into contract fraud, if the Times account is correct. But it also sheds light on some lesser-known players like International Media Ventures, a “strategic communications” firm that seems to straddle the line between public relations, propaganda work and private security contracting. “Strategic communications” firms have flourished in the strange new post-9/11 media environment.

obama & the patriot act: 'yes we can' kill the bill of rights
from ap: President Barack Obama has signed a one-year extension of several provisions in the nation's main counterterrorism law, the Patriot Act. Provisions in the measure would have expired on Sunday without Obama's signature Saturday.

The act, which was adopted in the weeks after the Sept. 11, 2001 terror attacks, expands the government's ability to monitor Americans in the name of national security.


Three sections of the Patriot Act that stay in force will:

_Authorize court-approved roving wiretaps that permit surveillance on multiple phones.

_Allow court-approved seizure of records and property in anti-terrorism operations.

_Permit surveillance against a so-called lone wolf, a non-U.S. citizen engaged in terrorism who may not be part of a recognized terrorist group.

Obama's signature comes after the House voted 315 to 97 Thursday to extend the measure. The Senate also approved the measure, with privacy protections cast aside when Senate Democrats lacked the necessary 60-vote supermajority to pass them. Thrown away were restrictions and greater scrutiny on the government's authority to spy on Americans and seize their records.

This year's National Level Exercise will be fully integrated with Eagle Horizon 2010, a drill focusing on continuity of government (COG--also known as Rex 84, and the implementation of PDD-51).
