from washington times: The U.S. military has canceled a major field exercise that tests its response to a nuclear attack, angering some officials who say that what is now planned for this month will be a waste of time. U.S. Northern Command in Colorado withdrew from major participation in this month's National Level Exercise (NLE), a large-scale drill that tests whether the military and the Department of Homeland Security can work with local governments to respond to an attack or natural disaster.

The exercise was canceled recently after the planned site for a post-nuclear-attack response — Las Vegas — pulled out in November, fearing a negative impact on its struggling business environment. A government official involved in NLE planning said a new site could not be found. The official also said the Northern Command's exercise plans for "cooping" — continuity of operations, during which commanders go to off-site locations — also had been scratched.

"All I know is it's been turned into garbage," said the official, who asked not to be identified because of the sensitivity of the information. "It's a nonevent." The NLE, which is supposed to be a series of hands-on exercises to test the system in the event terrorists use a nuclear device, has become instead a "tabletop exercise at best," the official said.

Maj. Michael Humphreys, a Northern Command spokesman, said the military officials decided to delink the Ardent Sentry exercise from the National Level Exercise, but he stressed that the command conducts other exercises and "cooping" at other times.

from public intelligence: From September 15-18, the Montana National Guard will be performing a joint exercise with FEMA and NORHTCOM to help coordinate emergency response to natural and manmade disasters. The exercise is one of many regional Vigilant Guard exercises being held by the National Guard this year. The Puerto Rico National Guard finished its Vigilant Guard exercise in March and another round of exercises in Iowa ended in June. These Vigilant Guard exercises are part of a larger, national-level program called Ardent Sentry 2009. from computer weekly: The prospective national ID card was broken and cloned in 12 minutes, the Daily Mail revealed this morning. The newspaper hired computer expert Adam Laurie to test the security that protects the information embedded in the chip on the card. Using a Nokia mobile phone and a laptop computer, Laurie was able to copy the data on a card that is being issued to foreign nationals in minutes. He then created a cloned card, and with help from another technology expert, changed all the data on the new card. This included the physical details of the bearer, name, fingerprints and other information. He then rewrote data on the card, reversing the bearer's status from "not entitled to benefits" to "entitled to benefits". He then added fresh content that would be visible to any police officer or security official who scanned the card, saying, "I am a terrorist - shoot on sight." According to the paper, Home Office officials said the foreign nationals card uses the same technology as the UK citizens card that will be issued from 2012. Guy Herbert, general secretary of privacy lobby group NO2ID, said it was a mistake to assume that the Home Office cared about the card, or identity theft or citizens' benefit. He said the Home Office wanted the central database to record citizens' personal details in one place for official convenience. "It is that database which will deliver unprecedented power over our lives to Whitehall and make the Home Office king in Whitehall. The card is an excuse to build the database. If the card is cancelled it already intends to use passports as a secondary excuse," he said. from army news service: Consequence-management response forces, or CCMRF, are staging a training exercise beginning July 31 to prepare for potential domestic disasters capable of injuring or killing several thousand civilians.

The "Vibrant Response" exercise will be conducted by the Chemical, Biological, Radiological, Nuclear and High-Yield Explosive, or CBRNE Joint Response Force, through Aug. 14.

"It's going to be extremely complex and require a tremendous amount of coordination with other agencies and locals at various levels," said Maj. Gen. John Basilica, commander of Operational Command Post 1, U.S. Army North. "It is all designed to test and challenge the headquarters and command in control elements to make sure they can work together to respond quickly, because speed is the most important piece of this."

The service members will be given a situation in which they will be testing communication capabilities and reactions. Participants will be role-playing as certain pubic figures, like mayor and governor, in one scenario.

CBRNE is made of three divisions, 9.1, 10.1 and 10.2; 10.1 and 10.2 are being trained to be combat-ready by Oct. 1. Basilica heads up the 10.2 task force, which consists of reserve-component units.

The exercise will involve about 400 to 500 people at Fort Leavenworth, Kan. The two divisions will each train one week, in succession with one another. Each CCMRF unit contains three task forces - medical, operations and aviation, in addition to smaller elements with specific technical expertise. The Operation Task Force 2/18 MEB from South Carolina, Medical Task Force 3/30 MEB from Illinois, and Aviation Task Force 11 from Kentucky will all participate in the exercise.

"We don't get that many opportunities to provide these specific headquarters together and train in a command-post type exercise," Basilica said.

The CBRNE was transferred to U.S. Northern Command's Joint Task Force Civil Support in October 2002. JTF-CS provides support from active, Guard and Reserve members, and civilians, who are all commanded by a National Guard general officer.

CBRNE is designed to work with federal agencies like the Federal Emergency Management Agency and Center for Disease Control, to aid, restore and prevent casualties in instances of major disaster.

The CCRMF is only used after all local, state and federal resources have been exhausted, Basilica and Collins said.

"We hope to God that there are no terrorist attacks or no major industrial accident in the U.S. where the city, state or federal government might ask for additional capabilities. We hope that does not happen, but if it does, I think it's a great story for the nation that you have these multiple CCMRF forces that would be trained and ready to step in and assist the states if they ask for extra help," Collins said.

In fact, I wasn’t planning on mentioning this at all because whoever is behind the Blackjack/Jackblack thing is probably getting off on watching all the activity on the message boards.

But then Boeing took a look. And now DHS is sniffing around.

Personally, I don’t think it’s viral marketing. I can’t imagine that there are more than a couple of thousand people on the planet even paying attention to this ridiculous stunt. I also seriously doubt that it has anything to do with any sort of pre-attack planning. I mean, come on you guys, snap out of it… My best guess is that it’s a sociology project and that the topics involved with it finally attracted the attention of DHS and others.

from chicago tribune: Several cars from a Canadian National Railway Co. train smoldered Saturday near Rockford as federal investigators continued to probe whether standing water from heavy rains was a factor in a Friday night derailment that left a 41-year-old woman dead and three others injured. Zoila Tellez of Rockford died trying to flee her car, which was stopped at a rural Cherry Valley railroad crossing when the train derailed. Three passengers got out and ran, but Tellez collapsed 20 feet behind her vehicle and died, Winnebago County Coroner Sue Fiduccia said Saturday. "When everything went to hell and debris started flying and everything, she got out of her car and started to run away from it and that's when she got caught in the fire," said Fiduccia, who planned a Sunday autopsy. A 17-year-old female passenger was in critical condition in the Stroger Hospital burn unit after being flown by helicopter Saturday, a hospital spokesman said. Another remained in a Rockford hospital. The train was on its route from Freeport to Chicago when 18 cars derailed about 9 p.m. Friday, CN spokesman Patrick Waldron said. National Transportation Safety Board officials said a probe could take up to a year. A team of 15 investigators, including representatives from the Federal Railroad Administration and CN will examine track structure and maintenance, integrity of the train cars, crossing signals and the hazardous materials associated with the crash, a spokesman said.

from dpa: Two subway trains collided Monday in the US capital, leaving at least six people dead and 70 injured, authorities said. The above-ground collision occurred about 5 pm (2100 GMT) just inside Washington, near the Maryland state line. One train had apparently stopped between stations before being struck from behind by a second train. 'The scene is as horrific as you can imagine,' Washington Mayor Adrian Fenty said. Local news footage showed one heavily damaged carriage pushed up on top of another. The force of the collision tore the floor out of the moving train's front car as it vaulted onto the stopped carriage. The driver of the moving train was among the dead, officials said. The driver's compartment at the front of the train was obliterated. Both trains were inbound from the suburbs into the city during the evening rush hour and apparently not filled to capacity. A similar collision of outbound trains packed with commuters at that hour could have produced a far higher casualty toll. Washington Fire Chief Dennis Rubin said that 70 people had been treated for injuries. Of those, 50 were 'walking wounded,' 14 people suffered serious injuries and six were in critical condition.

from northcom: North American Aerospace Defense Command and U.S. Northern Command are planning to conduct a combined exercise June 18 - 24 that will incorporate several military exercises with a National Guard exercise. These linked exercises are referred to as ARDENT SENTRY 09. Events will take place in multiple venues across the country including Iowa, Kansas, Oregon, Wyoming, and off the East and West Coasts.

The exercise will allow several Department of Defense organizations and some federal and state partners to implement plans and respond to a variety of notional events. Historically, exercises like these have helped both DoD and other agencies review their processes and procedures and focus their future training efforts on closing gaps and identifying areas that need additional attention.

Major AS 09 venues include:

from rogue government: There is no doubt that the government is preparing a nationwide system of detention facilities under the guise of emergency management that could be used to house large quantities of Americans during a time of civil strife. Many think that it is a conspiracy theory, but it is not. It is a fact that the federal government has many facilities right now that can be used to house large numbers of political dissidents if the need arises. During World War II, the U.S. government through an executive order by FDR forced many Japanese-Americans to move into internment camps. In 2006, George W. Bush signed legislation to preserve these camps. Why would he do this unless there was a chance that they would be used in the future? In addition, KBR the engineering and construction arm of Halliburton was recently awarded a $385 million contract to build detention facilities under the guise that they would be used to house illegal immigrants. This news broke at a time in which outrage against illegal immigration was at an all-time high and covered extensively in the media which in essence made the announcement less controversial. There is also a great deal of anecdotal and video reports of detention facilities in many areas around the nation that have been posted on the Internet by concerned citizens. With all of this in mind, it is additionally disturbing that institutions like the Department of Homeland Security and U.S. Northern Command have been incrementally moving this country into a militarized police state through a wide variety of initiatives and programs. With the economy unraveling on a day to day basis the possibility of civil strife becomes greater and greater and the possibility of the establishment needing these types of facilities continually increases.

Last week we were the first to break news of legislation proposed in Congress by Representative Alcee Hastings (D-FL) that would legalize and authorize the construction of National Emergency Centers on open and closed military bases which would be run by the Federal Emergency Management Agency otherwise known as FEMA. It is already confirmed that infrastructure which could possibly be used in this capacity is already available to the U.S. government. So for all intents and purposes this bill will essentially provide the legal capacity for them to use already existing facilities as emergency centers. It also provides the government the authority to create additional facilities on closed and open military reservations so long as a minimum of 6 emergency centers are built to fulfill the needs of the FEMA regions designated in the bill. The language in the bill also authorizes the Secretary of Homeland Security to use these facilities for whatever purpose that the Secretary believes is necessary. So if the Secretary wanted to use them as concentration camps, death camps or torture facilities, the language in the bill authorizes that activity.

from paul joseph watson: A large church organization has refused to divulge how many of its pastors are on the FEMA payroll, after a member expressed concerns about religious leaders being used to condition their congregation to accept the declaration of martial law. In a May 2006 story we first broke the shocking news that FEMA was training pastors and other religious representatives to become secret police enforcers who teach their congregations to “obey the government” in preparation for a declaration of martial law, property and firearm seizures, and forced relocation. Despite debunkers and urban myth websites claiming the story was a hoax, it was confirmed in triplicate by mainstream news outlets over a year later. A KSLA news report confirmed that Clergy Response Teams are being trained by the federal government to “quell dissent” and pacify citizens to obey the government in the event of a declaration of martial law. Concerned about such developments, a member of the California-based Worldwide Church of God, an organization that boasts 64,000 members in 860 congregations in about 90 countries, asked if any of the church’s pastors were involved in the FEMA program. “The head office quickly replied hastily within an hour by telling me, “Sorry, that is privileged information”, the man states. “The reply was in big bold script like I’ve never seen before in emails. I was also a bit put off by the word “privileged. I responded to the stated email and reworded my request slightly by demanding, 'are there ANY of our pastors on the payroll of FEMA , YES or NO.' Their first response came after about an hour. But, it has been almost 24 hours and I am still waiting for my church’s second response to my second request,” he adds.

House Resolution 748 or the CAMPUS Safety Act of 2009 would provide grants to institutions of higher education and other nonprofit organizations to assist in carrying out a myriad of functions pertaining to standardizing campus security across the country. This is yet another attempt by the federal government to centralize even more control over any sort of local or community agency pertaining to campus public safety and law enforcement.

from usatoday: Criminal gangs in the USA have swelled to an estimated 1 million members responsible for up to 80% of crimes in communities across the nation, according to a gang threat assessment compiled by federal officials. The major findings in a report by the Justice Department's National Gang Intelligence Center, which has not been publicly released, conclude gangs are the "primary retail-level distributors of most illicit drugs" and several are "capable" of competing with major U.S.-based Mexican drug-trafficking organizations. "A rising number of U.S.-based gangs are seemingly intent on developing working relationships" with U.S. and foreign drug-trafficking organizations and other criminal groups to "gain direct access to foreign sources of illicit drugs," the report concludes. The gang population estimate is up 200,000 since 2005. Bruce Ferrell, chairman of the Midwest Gang Investigators Association, whose group monitors gang activity in 10 states, says the number of gang members may be even higher than the report's estimate.
