from sfweekly: The Oakland City Council last night approved an ordinance allowing industrial-scale marijuana-growing operations to set up shop in town, supplying the city's medical pot dispensaries. The measure is expected, by some estimates, to generate up to $2 million in tax revenue for the cash-strapped city. Yet not everyone is celebrating. Only one council member, Nancy Nadel, voted against the ordinance. Two abstained.

In a curious dynamic that has been playing out since Oakland first began mulling whether to allow "pot factories" within city limits, a number of small-time growers strongly opposed the measure, arguing it would drive down the price of weed - don't get too excited, folks; permits for the large-scale operations won't be issued until January - and dilute its quality.

marijuana legalization battle heats up in california
from news junkie post: This week, a ballot initiative to legalize marijuana possession by adults qualified for the California ballot. The Regulate, Control and Tax Cannabis Act of 2010 is coming up for a vote.

While all the standard, well-worn pot jokes and cliches were quickly pressed into service, it’s becoming obvious that unlike failed legalization initiatives in the past (of which California has had at least two), the debate will this time center around money.

California has once again become the focal point of a long-running battle over liberalizing the pot laws. Observers predict plenty of money will be spent, by both sides, in an attempt to either launch or squash what many see as an inevitable national trend.

The cultural and financial landscape has changed a lot since legalization was last on the California ballot in 1996, especially since medical marijuana passed that same year and helped to reshape popular perceptions of the herb’s usefulness.

The that pace of change was given new impetus by the Obama Administration’s announcement last yearfederal drug agents are being instructed to lay off pot patients and providers in states where medical marijuana is legal...

The initiative [336kb PDF] would legalize possession, sharing and transport of up to an ounce of pot for personal use by adults 21 and older. Marijuana could be privately grown in spaces of up to 25 square feet. Marijuana use would still be banned in public places and in the presence of minors.

Local governments, but not the state, could impose marijuana taxes to raise revenues. Cities and counties could authorize cultivation, transportation and sale of pot, and in a controversial provision, could also locally ban marijuana.

obama expands federal power over states with executive order

from kurt nimmo: Obama has issued another executive order, this time establishing a so-called “Council of Governors.” The order, signed on January 11, further diminishes the sovereignty of the states and builds on a framework for possible martial law. The executive order was completely ignored by the corporate media.

“The President today signed an Executive Order (attached) establishing a Council of Governors to strengthen further the partnership between the Federal Government and State Governments to protect our Nation against all types of hazards. When appointed, the Council will be reviewing such matters as involving the National Guard of the various States; homeland defense; civil support; synchronization and integration of State and Federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities."

In other words, the Pentagon and Homeland Security will give hand-picked governors their marching orders under the guise of “synchronization and integration of State and Federal military activities in the United States,” a direct violation of Posse Comitatus. from matthew rothschild: The Pentagon has approached Congress to grant the Secretary of Defense the authority to post almost 400,000 military personnel throughout the United States in times of emergency or a major disaster. This request has already occasioned a dispute with the nation’s governors. And it raises the prospect of U.S. military personnel patrolling the streets of the United States, in conflict with the Posse Comitatus Act of 1878. In June, the U.S. Northern Command distributed a “Congressional Fact Sheet” entitled “Legislative Proposal for Activation of Federal Reserve Forces for Disasters.” That proposal would amend current law, thereby “authorizing the Secretary of Defense to order any unit or member of the Army Reserve, Air Force Reserve, Navy Reserve, and the Marine Corps Reserve, to active duty for a major disaster or emergency.”

from nytimes: The United States is resuming a combat training mission in the former Soviet republic of Georgia to prepare its army for counterinsurgency operations in Afghanistan, despite the risks of angering Russia, senior Defense Department officials said Thursday. The training effort is intended to prepare Georgian troops to fight at NATO standards alongside American and allied forces in Afghanistan, the Pentagon officials said. Russian officials have been informed, American officials said. The training should not worry the Kremlin, they said, because it would not involve skills that would be useful against a large conventional force like Russia’s. “This training mission is not about internal defenses or any capabilities that the Georgians would use at home,” said Geoff Morrell, the Pentagon press secretary. “This is about the United States supporting Georgia’s contribution to the war in Afghanistan, which everybody can recognize is needed and valued and appreciated.” At the same time, officials in Washington said, the Georgians should not see the new training mission as a military counterweight to Russian influence along Georgia’s borders and within the separatist regions they fought over. A year ago, the republic’s brief, disastrous war with Russia froze a similar American training operation that prepared Georgian troops for deployments to Iraq.

He acknowledged that the Taliban has a firm hold on parts of the country President Barack Obama has called vital to U.S. security. Congress wants answers to what lawmakers described as basic questions to soothe a war-weary American public. "In the intelligence business, we always used to categorize information in two ways, secrets and mysteries," Gates, a former CIA director, told a Pentagon news conference. Former Army reservist Lynndie England had been scheduled to discuss her biography as part of a veterans forum on Capitol Hill. The book by author Gary S. Winkler is called "Tortured: Lynndie England, Abu Ghraib and the Photographs That Shocked the World." Members of the Library of Congress Professional Association, the employee group holding the talk, received an e-mail from president Angela Kinney saying the event was canceled due to staff safety concerns. A spokeswoman for the library said Kinney would not comment further. The group had received "numerous expressions of protest" about the lecture from its members, the e-mail said.

from danger room: The British government is launching a new initiative for technology to fight terrorism. As the BBC report it this will involve “real life versions of the scientist Q in the 007 films” getting funding for gadgets to defeat groups like al-Qaeda. The BBC even uses a picture of the fictional Q. But a closer look at the initiative suggests that much of the technology being sought is closer to George Orwell than James Bond... Darpa have previously investigated brain-screening technology which might be able to detect intent, which led to some concern about prosecutions for “thoughtcrime.” And Darpa’s Rapid Checkpoint Screening Program looked at a range of physiological indicators to see whether it would be possible to spot whether someone was lying at a checkpoint interview (the answer appears to be “yes”, with some provisos), and whether the technology could be extended to read the body language, pulse rate and so on of people just standing in line. Britain differs from America in the level of surveillance that is considered acceptable. Omnipresent CCTV cameras are a fact of life here, though their effectiveness in combatting crime and terrorism is still a matter of debate. The Evening Standard newspaper complained that in spite of over 10,000 official CCTV cameras, 80% of crimes in London remain unsolved. The existing network means that, unlike in the US, it would be relatively easy to deploy new technology to detect hostile intention alongside or within the CCTV set up. Admiral Lord West, Britain’s counter terrorism minister, also mentioned to the BBC that there were other initiatives which include countering cyber terrorism and “investigating how to intercept new methods of telecommunications.” New technology is clearly on the way. And it’s not just about providing James Bond with a boat-stopping bazooka.

from antiwar: The latest in a long line of charges of war crimes by Israeli forces during January’s invasion of the Gaza Strip, a new report by Human Rights Watch cites investigations and reports of eyewitnesses who say Israeli soldiers shot 11 unarmed Palestinians, including five women and four children, who were waving white flags at them. The report urged the Israeli military to conduct a thorough investigation into the charges, but this appears unlikely as the Israeli military publicly condemned Human Rights Watch for releasing the report, saying that it was unreliable because it included eyewitness accounts and accusing the US-based rights group of unfairly criticizing Israel for an invasion that killed well over 1,000 Palestinians, the vast majority of them civilians. The Israeli military also claimed that on occasion Gazans had acted illegally in waving white flags, insisting that this had endangered the civilian population. It did not appear to provide any information to directly dispute the evidence of the particular incident, but merely appeared irked that Human Rights Watch didn’t present it to them before releasing it to the public. Israel’s own probes into the Gaza War have largely stalled without result, most notably when it abandoned an investigation stemming from the direct public testimony of several of its own soldiers who reported indiscriminate killing of civilians just days after announcing it. The military declared that all the testimony was “hearsay” and that not a single claim was true.

Dermot Baldwin, head of the Calgary Drop-In Centre, said people who have been barred from the shelter use fake identification to get in. The homeless shelter is testing a new $150,000 security system that scans clients' fingerprints, and Baldwin said he expects it will be fully up and running in a few weeks. The system is not a violation of privacy, Baldwin said. The information the scanner takes is for the centre's use only and will not be passed on to anyone else. "This is a private system, internal to us. Out of 187 people, we had four people that wanted to know more about it, with one serious objection," he said.

Residents could be expected to pay up to half their earnings. Some shelter residents say the new rule will ruin their chances of saving enough money to get an apartment.

chicago mayor vows surveillance cameras on every street corner
from chicago sun-times: Mayor Daley has argued that security and terrorism won’t be an issue if his Olympic dreams come true because, by 2016, there will be a surveillance camera on every street corner in Chicago. But even before that blanket coverage begins, the "Big Brother" network is being put to better use... In 2004, City Hall used a $5.1 million federal homeland security grant to install 250 cameras at locations thought to be at high risk of a terrorist attack and link them and 2,000 existing city cameras to the 911 center. Chicago then launched "Operation Virtual Shield," by linking 1,000 miles of fiber cable to a unified "homeland security grid" — complete with hundreds of additional cameras and sensors to monitor the city’s water supply and detect chemical and biological weapons. On Thursday, Orozco refused to say how many cameras are currently linked to the 911 center. But, he reiterated Daley’s earlier promise. “We’re going to grow the system until we eventually cover one end of the city to the other,” he said.

from wpbf: Drunken drivers beware: If you drink and drive, especially during the last weekend of February, the Palm Beach County Sheriff's Office and other area law enforcement will be out for blood. PBSO deputies plan to set up driving under the influence checkpoints. If they suspect a driver is under the influence, they'll offer an on-the-spot Breathalyzer. If drivers refuse, deputies will ask to draw blood from their arms. "I think that's really personal and I think that if you deny a Breathalyzer and you say that you don't want that, I think that's outrageous if they take blood without your consent," driver Courtney Liddle said. Attorney David Olson said that "would only be lawful if a warrant is issued by a judge." That's just what deputies plan to do. They'll actually drive to a judge's home for a signature and return to the checkpoint. Olson said drawing blood from drivers is usually done in extreme cases like homicides and fatal collisions. Olson said he's not sure a judge would actually sign a warrant.

Former White House cybersecurity official Paul B. Kurtz, in his first public remarks since becoming an advisor to President Obama’s transition team following the election, describes his biggest worry: A “cyber Katrina” in which fragmented bureaucracies and companies fail to share critical information and coordinate responses to cyber intruders attempting to disrupt power grids, financial markets, or any number of now-plausible scenarios involving a Web shutdown. One recent fear is the cascading effects of even a partial Internet blackout that could add to economic anxieties. There’s such electronic insecurity afoot, some are even beginning to suggest building an entirely new global computer infrastructure. “The bottom line is, is there a FEMA for the Internet? I don’t think there is,” Kurtz told an audience of security professionals at a Feb. 18 Black Hat security conference in Virginia. Kurtz’ solution: A trio of key agencies - the Defense Department, the Department of Homeland Security, and the Federal Communications Commission - but overseen by a new national cybersecurity center.

from fcw: The Federal Aviation Administration was doing such a good job at protecting data in its computer systems that the Office of Management and Budget chose it in January to be one of four agencies to guide other federal agencies in their cybersecurity efforts. Just a month later, FAA officials had to admit that hackers breached one of the agency’s servers, stealing 48 files. Two of the files contained information on 45,000 current and former FAA employees, including sensitive information that could potentially make them vulnerable to identity theft. The security breach, although significant and potentially far reaching, is not necessarily a reflection on FAA’s security measures. Rather, it demonstrates the problems of securing federal computer systems and difficulty in evading every potential attack.

from kurt nimmo: According to Drew Zahn, writing for WorldNetDaily, the Iowa National Guard has “scaled back” its “training exercise” planned for April in Arcadia, Iowa, population 443. Military spokesman Lt. Col. Greg Hapgood, told Zahn and WND that the operation has now been “scaled back” and no longer involves an “invasion” of Arcadia. “And while Hapgood confirmed the Guard had been inundated with objections from citizens concerned about soldiers patrolling the streets of an American town, he said most came from people out of state and unfamiliar with the operation. Iowans, he explained, typically cooperate with the Guard. The change in plans was based on troop evaluation, he said, not public outcry.”

from washington times: Worried the federal government is increasing its dominance over their affairs, several states are pursuing legislative action to assert their sovereignty under the 10th Amendment of the Constitution in hopes of warding off demands from Washington on how to spend money or enact policy. The growing concerns even have a handful of governors questioning whether to accept federal stimulus money that comes with strings attached. The sentiments to declare themselves legally independent from Washington have swept across as many as a dozen states, renewing a debate over so-called unfunded mandates that last raged in the 1990s. The states question whether the U.S. government can force states to take actions without paying for them or impose conditions on states if they accept certain federal funding.

from raw replay: Former presidential candidate Alan Keyes talked to KHAS’ Curt Casper after speaking to a fundraiser in Hastings, Nebraska. Keyes was highly critical of President Obama... "Obama is a radical communist and I think it is becoming clear. That is what I told people in Illinois and now everybody realizes it is coming true," said Keyes who ran unsuccessfully against Obama for the Senate in 2004. "He is going to destroy this country and we are either going to stop him or the United States of America is going to cease to exist," said Keyes...

Keyes also claimed that Obama had no standing to be president. Keyes said Obama was actually born in Kenya and so did not meet the Constitutional presidency requirements of being a natural-born U.S. citizen. He said Obama was a "usurper occupying the office without constitutional warrant... He has refused to provide proof that he is in fact a natural-born citizen," Keyes said. "I'm not even sure he is president of the United States." When the reporter interviewing him apparently cracked a smile at this, Keyes angrily responded with "that is not a laughing matter. We're going to find ourselves in the midst of chaos, confusion and civil war." Keyes is one of several people who have filed lawsuits challenging Obama's citizenship... KHAS has more details here. People were asked whom they admired enough to call their heroes. Those surveyed were not shown a list of people to choose from. from lisa pease: Robert Parry recently wrote of how President Obama's early actions might bring him a "Seven Days in May moment," referring to a fictitious coup attempt from a film of the same name, in which a popular military figure nearly took over the government. In Parry's piece, he compared Obama's situation to that of President Jimmy Carter. I was reminded, however, of President John Kennedy's comments regarding his own brush with the "Seven Days in May" scenario, and the dangers Obama too will face. I was also reminded of the coup that almost came about during President Franklin Delano Roosevelt's first term. The film "Seven Days in May" began as a novel by Fletcher Knebel, inspired to a great degree by Knebel's conversations with Gen. Curtis LeMay, President Kennedy's contentious Air Force Chief of Staff who was furious at Kennedy for not sending in full military support during the Bay of Pigs incident.

The military expansionists from within the Reagan, George H. W. Bush, Clinton, G. W. Bush administrations put into place solid support for increased military spending. Clinton’s model of supporting the US military industrial complex held steady defense spending and increased foreign weapons sales from 16% of global orders to over 63% by the end of his administration.

from kurt nimmo: “The incoming chairman of Citigroup, Richard Parsons, showed up at the White House Monday, fueling talk that the federal government might take a massive ownership stake in the troubled banking behemoth,” reports Politico. “Parsons’ appointment was to see Valerie Jarrett, one of President Barack Obama’s closest West Wing confidants.” According to the corporate media, the government plans to grab 40 percent ownership in Citigroup, a move that is widely explained as “nationalization” of the banks. “Nationalizing ailing banks means the government would tell bank execs to take a hike, and then oversee taxpayer dollars as they course through the banking sector’s veins,” writes Thomas Kelley for Yahoo News. “When all is well, perhaps after selling assets and operations to new private investors, the government then steps back and lets a newly regulated bank sector float on its way.” In fact, “nationalization” has nothing to do with telling the banksters to “take a hike” and it certainly has nothing to do with regulation. Bank nationalization is a code word for a banker scheme to “socialize” the insolvency of selected banks, i.e., this insolvency will be transferred to the tax payers. lawmaker warns of 'forced servitude' under obama
from paul joseph watson: New Hampshire state representative Dan Itse, who is one of many lawmakers leading the charge to assert state sovereignty against federal encroachment, has warned that the Obama administration seeks to institute “involuntary servitude”. Appearing on Fox News to discuss the states’ rights movement, Itse told hosts Steve Doocy and Brian Kilmeade, “This is about drawing a line in the sand and saying we’ve tolerated usurpations for so long but we’re not going to tolerate you violating the constitution, we’re going to hold you accountable.” Asked if his warning about involuntary servitude under Obama meant young people being forced to attend community service, Itse responded, “Exactly, I mean, if you are required to do a job against your will with a pay scale not set by you or not agreed to by you, that’s involuntary servitude.”
