Under executive order (EO), Assignment of National Security and Emergency Preparedness Communications Functions, Obama has enabled the executive branch to control communications under all “possible under all circumstances to ensure national security, effectively manage emergencies, and improve national resilience.” Radio and wired communications systems “of all levels of government, the private and nonprofit sectors, and the public must inform the development of national security and emergency preparedness (NS/EP) communications policies, programs, and capabilities.” ... The Presidential Alert was announced in August of 2011, wherein the Commissioners for the FCC required that television, radio stations and cable systems (including satellites) will redirect broadcasting if the President wants to “alert Americans of impending danger”... This latest EO is but one in a long string of presidential shows of authority that lays the foundation for the establishment of a dictatorship in America.

obama issues executive order institutionalizing indefinite detentionfrom aclu.org: President Obama today issued an executive order that permits ongoing indefinite detention of Guantánamo detainees while establishing a periodic administrative review process for them. The administration also announced it will lift the ban on bringing new military commissions charges against detainees that don’t already have ongoing cases in the substandard system. The American Civil Liberties Union has long called for Guantánamo to be shut down and opposes the indefinite detention of prisoners there, some of whom have been imprisoned by the U.S. without charge or trial for nine years. The ACLU has also long called for an end to the illegitimate military commissions and for the government to prosecute terrorism suspects in the federal criminal courts.

obama expands federal power over states with executive orderfrom kurt nimmo: Obama has issued another executive order, this time establishing a so-called “Council of Governors.” The order, signed on January 11, further diminishes the sovereignty of the states and builds on a framework for possible martial law. The executive order was completely ignored by the corporate media.
“The President today signed an Executive Order (attached) establishing a Council of Governors to strengthen further the partnership between the Federal Government and State Governments to protect our Nation against all types of hazards. When appointed, the Council will be reviewing such matters as involving the National Guard of the various States; homeland defense; civil support; synchronization and integration of State and Federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities."
In other words, the Pentagon and Homeland Security will give hand-picked governors their marching orders under the guise of “synchronization and integration of State and Federal military activities in the United States,” a direct violation of Posse Comitatus. obamessiah: more troops, more secrecy, less change!from latimes: President Obama plans to send 30,000 to 35,000 additional soldiers and Marines to Afghanistan, U.S. officials said Monday, the largest single U.S. deployment since the 2003 invasion of Iraq. The additional troops, Obama's second major escalation of the conflict this year, will bring the number of U.S. forces in Afghanistan to about 100,000. But even as he dramatically escalates the war, Obama is expected to emphasize that there are limits to the length of U.S. military involvement in the region, White House officials said, though he is not prepared to set concrete deadlines for withdrawal. Obama will announce his newest Afghan strategy in a televised speech tonight before cadets at the U.S. Military Academy at West Point.

from allgov: Millions of secret government documents are scheduled to be declassified at the end of this year—unless President Barack Obama extends the deadline like his predecessors have done. Reports out of Washington indicate the White House is hurriedly preparing an executive order that will postpone the classified material from being revealed in order to assuage various departments unwilling to part with their secrets. Dating from World War II to the early 1980s, the documents cover foreign relations, spy operations and military activities that have remained hidden from the public. Agencies currently affected by the secret material include the CIA and the National Security Agency, as well as the departments of Justice, State, Defense, and Energy. Under current law, classified material involving more than one agency and that is 25 years old or more is supposed to be automatically released. If President Obama issues his executive order, it will mark the third time the deadline has been extended. President Bill Clinton did so in 2000 and President George W. Bush in 2003. Steven Aftergood, a specialist on government secrecy at the Federation of American Scientists, wrote on the Secrecy News blog, “If the ‘automatic declassification’ procedures that were prescribed in prior executive orders are not ‘automatic’ after all, and if binding deadlines can be extended more or less at will, then any new declassification requirements in the Obama order will be similarly subject to doubt or defiance.”

bush centralizes control of intel agencies; police state agenda continuesfrom washington post: The Bush administration unveiled new operating guidelines for the nation's intelligence community yesterday in a move that boosted the authority of the Office of the Director of National Intelligence (DNI) while triggering protests from lawmakers who complained that they weren't properly consulted.

The changes affirmed the DNI's role as head of the 16 U.S. spy agencies and expanded its power to set priorities and coordinate the sharing of intelligence. The DNI also was given an expanded role in foreign intelligence collection and in the hiring and firing of senior intelligence officials.

The changes were part of a long-awaited overhaul of Executive Order 12333, a Reagan-era document that establishes the powers and responsibilities of U.S. intelligence services. Most of the revisions merely reflect changes already in place since the DNI was established by Congress three years ago, partly as a response to the Sept. 11, 2001, terrorist attacks.

from ap/nytimes: President Bush has signed a directive that gives the White House much greater control over the rules and policy statements that the government develops to protect public health, safety, the environment, civil rights and privacy.

In an executive order published last week in the Federal Register, Mr. Bush said that each agency must have a regulatory policy office run by a political appointee, to supervise the development of rules and documents providing guidance to regulated industries. The White House will thus have a gatekeeper in each agency to analyze the costs and the benefits of new rules and to make sure the agencies carry out the president’s priorities.

This strengthens the hand of the White House in shaping rules that have, in the past, often been generated by civil servants and scientific experts. It suggests that the administration still has ways to exert its power after the takeover of Congress by the Democrats...

Peter L. Strauss, a professor at Columbia Law School, said the executive order “achieves a major increase in White House control over domestic government.”

Having lost control of Congress,” Mr. Strauss said, “the president is doing what he can to increase his control of the executive branch.”

bush OKs grants to preserve campsfrom japan times: U.S. President George W. Bush signed into law a $38 million grant program to preserve notorious internment camps where Japanese-Americans were kept behind barbed wire during World War II.

The money will be administered by the National Park Service to restore and pay for research at 10 camps. The objective of the law is to help preserve the camps as reminders of how the United States turned on some of its citizens in a time of fear.

The camps housed more than 120,000 Japanese-American U.S. citizens and residents under an executive order signed by President Franklin D. Roosevelt in 1942, when the country still was in shock over the Dec. 7, 1941, Japanese attack on Pearl Harbor.

San Francisco Examiner, Feb. 1942, newspaper headlinesAt the time, there were fears that Japanese-Americans were loyal to Japan, and Roosevelt's order prohibited such people from living on the West Coast in a position possibly to help an invasion force.

Thousands of families in California and parts of Washington state, Oregon and Arizona were pushed from their homes and into camps surrounded by armed guards. The sites named in the legislation are in California, Arizona, Arkansas, Colorado, Wyoming, Utah and Idaho.

The last of the camps closed in 1946, and President Ronald Reagan signed a presidential apology to Japanese-Americans in 1988.

Cosponsors of the bill included the two current members of Congress who spent time in the camps as children: Democratic Reps. Mike Honda and Doris Matsui of California. Matsui was born in the Poston camp in Arizona.

The National Park Service already operates facilities at two of the 10 camps: the Manzanar National Historic Site in California and the Minidoka Internment National Monument in Idaho.
