from sfweekly: The Oakland City Council last night approved an ordinance allowing industrial-scale marijuana-growing operations to set up shop in town, supplying the city's medical pot dispensaries. The measure is expected, by some estimates, to generate up to $2 million in tax revenue for the cash-strapped city. Yet not everyone is celebrating. Only one council member, Nancy Nadel, voted against the ordinance. Two abstained.

In a curious dynamic that has been playing out since Oakland first began mulling whether to allow "pot factories" within city limits, a number of small-time growers strongly opposed the measure, arguing it would drive down the price of weed - don't get too excited, folks; permits for the large-scale operations won't be issued until January - and dilute its quality.

95% of US banknotes show cocaine traces

from bbc: The largest study of banknotes has found that 95% of dollar bills in Washington DC bear traces of the illegal drug cocaine. The figure for the US capital is up 20% over two years. Researchers at the University of Massachusetts in Dartmouth tested notes from more than 30 cities worldwide. They say the rise observed in the US may be due to increased drug use caused by higher stress levels linked to the global economic downturn. Bank notes can pick up traces of cocaine directly from users snorting it through rolled up bills or when cash is stacked together.

Besides Washington, other big US cities such as Baltimore, Boston and Detroit had the highest average cocaine levels on their dollar bills. Dr Yuegang Zuo, who led the research, said: "To my surprise, we're finding more and more cocaine in banknotes. I'm not sure why we've seen this apparent increase, but it could be related to the economic downturn, with stressed people turning to cocaine." Other countries where notes were tested were Canada, Brazil, China and Japan. China had the lowest rates, with only 12% of its bills contaminated. In the US the cleanest bills were collected from Salt Lake City, home of the Church of Jesus Christ of Latter-Day Saints, better known as the Mormons.

mailman sentenced for dealing pot on route
from nbc4: A former mailman with the U.S. Postal Service will serve 18 months in prison for dealing marijuana along his mail route, a judge ruled on Tuesday. Richard Berkan, 48, pleaded guilty earlier this year to distributing pot while on his mail route in the Cedar Mill area of Washington County, local station KPTV reported. As part of Berkan's sentence, almost $3,000 worth of drug proceeds will be forfeited. The investigation began in 2006 when the U.S. Postal Service received a citizen complaint that a mailman was offering marijuana for sale. Investigators said they had a significant break in the case when Lake Oswego police arrested a 19-year-old who had been buying marijuana from Berkan. The teen said he had been purchasing pot from Berkan since he was in high school. Authorities later searched Berkan's home and found 47 marijuana plants and 9 pounds of marijuana. After working for the U.S. Postal Service for almost 15 years, Berkan resigned in April as part of his agreement with the prosecution."Postal carriers are trusted by the public to be honest and upstanding in carrying out their duties," said Karin Immergut, United States Attorney for the District of Oregon. "In this case, not only did the defendant violate that public trust by dealing drugs on his mail route, but he also sold drugs to a person under 21 years of age."

illinois campus priest accused of dealing cocaine from rectory

from ap: A Catholic priest on the University of Illinois campus has been charged with selling cocaine from his church office and rectory. The Reverend Christopher Layden pleaded not guilty Thursday to two counts of delivery of less than 1 gram of cocaine within 1,000 feet of a church and one count of possession with intent to deliver 1 to 15 grams of cocaine near a church. The 33-year-old was arrested Wednesday at St. John's Catholic Newman Center after investigators found 3 grams of cocaine and drug paraphernalia while searching his home and office. His bond was set at $50,000. The Catholic Diocese of Peoria says it has suspended Layden. His attorney, Mark D. Lipton, did not immediately respond to an after hours message seeking comment.

mexico drug plane used for US 'rendition' flights
from afp: A private jet that crash-landed almost one year ago in eastern Mexico carrying 3.3 tons of cocaine had previously been used for CIA "rendition" flights, a newspaper report said here Thursday, citing documents from the United States and the European Parliament. The plane was carrying Colombian drugs for the fugitive leader of Mexico's Sinaloa cartel, Joaquin "Chapo" Guzman, when it crash-landed in the Yucatan peninsula on September 24, El Universal reported. The daily said it had obtained documents from the United States and the European Parliament which "show that that plane flew several times to Guantanamo, Cuba, presumably to transfer terrorism suspects."

from boingboing: Here’s an update on the strange story of the Gulfstream II jet filled with 3.7 tons of cocaine that crashed in the Yucatan last year. The Mexico City newspaper El Universal reports that European Parliament was investigating the circumstances surrounding the plane, which had previously been used by the CIA for "extraordinary rendition" flights. Last October, the Austin American Statesman reported the plane had previously flown to Guantanamo Bay. Here’s a Chicago Public Radio story from October 31, 2007 about the crashed CIA drug plane. The crashed drug plane also has been linked to a Bush fundraiser. Mad Cow Morning news has been covering stories about the CIA and drug smuggling. The plane was owned by Donna Blue Aircraft, Inc.
