from nytimes: The emergency broadcast system is coming to cellphones. Updating the national emergency alert system, federal officials planned to announce on Tuesday in Manhattan that some cellphone users in New York and Washington will soon be able to receive alerts by text message in the event of a national or regional emergency.

The service in those cities is scheduled to start late this year as a prelude to nationwide service next year, perhaps as early as April. To receive the alerts, users must have mobile phones with a special chip, which is currently included in some higher-end smartphones like the latest iPhones. The service will also require a software upgrade.

from continuity central: Facilitated by the Federal Emergency Management Agency, the National Level Exercise 2011 (NLE 2011) has been scheduled for 16 to 20 May. The purpose of the exercise is to prepare and coordinate a multiple-jurisdictional integrated response to a national catastrophic event, with focus on response and recovery activities among federal, regional, state, tribal, local, and private sector participants.

NLE 2011 will simulate the catastrophic nature of a major earthquake in the central United States region of the New Madrid Seismic Zone (NMSZ). The year 2011 is the bicentennial anniversary of the 1811 New Madrid earthquake, for which the NMSZ is named. NLE 2011 will be the first NLE to simulate a natural hazard.

The NLE’s National Private Sector Working Group is seeking ideas and comments from the private sector and suggests that companies can use the exercise to test business continuity plans and procedures.

To participate in the National and/or Regional NLE 2011 Private Sector Working Groups, please contact Private.SectorNLE@dhs.gov. Please indicate the desired level of participation i.e. the national or region/state level. Also, please include which states are of interest to ensure assignment to the appropriate Working Group.

from guardian: Furious parents in Fukushima have delivered a bag of radioactive playground earth to education officials in protest at moves to weaken nuclear safety standards in schools. Children can now be exposed to 20 times more radiation than was previously permissible. The new regulations have prompted outcry. A senior adviser resigned and the prime minister, Naoto Kan, was criticised by politicians from his own party.

The Fed Chairman’s insistence last week that U.S. ultra-loose monetary policy is here to stay not only indicated his lack of confidence in the recovery but confirmed fears the U.S. Federal Reserve is falling behind the curve. As a result, not even good news will help the U.S. currency now... All this means that even good economic news will not save the dollar now. The true test could well come on Friday with the latest unemployment numbers, data that traditionally should give the dollar direction. But, if the Fed is saying no change is in sight, even strong non-farm payrolls won’t stop the dollar from floundering. This whole “good news is bad news” theme was apparent as Osama bin Laden’s assassination by U.S. forces in Pakistan broke.

Osama bin Laden -- the longtime leader of al Qaeda -- was killed by U.S. forces in a mansion outside the Pakistani capital of Islamabad along with other family members, a senior U.S. official told CNN. In an address to the nation late Sunday night, Obama called bin Laden's death "the most significant achievement to date in our nation's effort to defeat al Qaeda."
