Their failure, anticipated by many, led to a substantial market plunge on Monday and will supposedly trigger the automatic sequester proposition, which is designed to enact $1.2 trillion in cuts, evenly split between defense and domestic spending.

The Dow Jones industrial average finished the day down 633 points Monday after a full-day sell-off accelerated in the final hour of trading as investors struggled to absorb Standard & Poor's decision to downgrade the United States' credit rating. Investors piled out of stocks and into a few "safe havens," such as gold and Treasury bonds. The appetite for Treasury bonds suggests that the Standard & Poor's downgrade has not shaken investors' faith in U.S. bonds. Market experts said the Monday sell-off was sparked by the S&P announcement but was motivated more by growing concerns about the weakness of the global economy.

cia/cfr envoy frank g. wisner sent to 'speak to mubarak'from washington post: When it was time to give Egypt's embattled leader a gentle nudge, President Obama picked a seasoned diplomat who could deliver the message as a close friend. Frank G. Wisner, a former U.S. ambassador to Cairo, has known Egyptian President Hosni Mubarak for decades and has long advocated strong U.S. ties with him.

The White House dispatched Wisner to Cairo to "add his perspective to our analysis on current developments," as State Department spokesman P.J. Crowley put it on Monday. Within 24 hours of Wisner's private chat with the Egyptian president, Mubarak had announced on state television that he would step down at the end of his current term.

Details of Wisner's conversation with Mubarak were not disclosed, but an administration official said the envoy sought to impress upon the leader the need both to declare he would not seek reelection and to step aside immediately in favor of a transitional government.

Former U.S. government officials who have worked with Wisner, 72, said the retired diplomat developed a close relationship with Mubarak during his assignment in Egypt as ambassador from 1986 to 1991.

After his retirement from the State Department, Wisner worked for Patton Boggs, a Washington lobbying firm that has represented Egypt in the past. He also served on the board of Egypt's largest bank, Commercial International Bank Egypt SAE.

It was not the first time that a U.S. administration had called on Wisner to intervene in a foreign crisis. In 2005, the George W. Bush administration appointed the New York native as a special U.S. representative to international talks on Kosovo's future. The negotiations ended with Kosovo's declaration of independence.

Wisner is the son of the well-known U.S. intelligence officer Frank Wisner Sr., who joined the Office of Strategic Services - the CIA's predecessor - and was partly the inspiration for the character Edward Wilson in the 2006 film "The Good Shepherd."

lehman collapse: what did geithner know & when did he know it?from allgov: Lehman Brothers managed to conceal from the outside world a multi-billion-dollar mess that was years in the making, according to an audit investigation released last week. But the size and scope of Lehman’s manipulative accounting has led some Wall Street critics to wonder what the New York branch of the Federal Reserve — led then by current Treasury Secretary Timothy Geithner — knew about the scheming that eventually led to the venerable bank’s collapse in 2008.

The audit report by Anton Valukas, the United States Trustee in the Lehman Brothers case, states that Lehman executives carried out “materially misleading” accounting tricks that hid billions of dollars in debt from regulators. Known internally as “Repo 105,” the bank’s leaders began as early as 2001 to move huge amounts of money—eventually $50 billion—off its books to “conceal its dependence on leverage, or borrowed money,” as The New York Times put it. “Repo” stands for “repurchase agreement,” or extremely short-term loans.

But Yves Smith of Naked Capitalism wonders if Lehman realistically could have hidden a fraud so large from the New York Fed, given Geithner’s close relationship with leading figures on Wall Street. “It also emerges that the NY Fed, and thus Timothy Geithner, were at a minimum massively derelict in the performance of their duties, and may well be culpable in aiding and abetting Lehman in accounting fraud and Sarbox violations,” writes Smith, referring to the Sarbanes-Oxley Act of 2002. “We need to demand an immediate release of the e-mails, phone records, and meeting notes from the NY Fed and key Lehman principals regarding the NY Fed’s review of Lehman’s solvency.”

In a debate that was more about popular anger over the economy and government bailouts than about Bernanke's technical qualifications, the Senate voted 70-30 to confirm Bernanke... "Bernanke fiddled while our markets burned," said Sen. Richard Shelby, a conservative Republican from Alabama, complaining that Bernanke did not see the economic crisis. No Fed chairman has ever been rejected by the Senate. Paul Volcker in 1983 was confirmed for a second term by a vote of 84-16.

sec engages in conspiracy with aig to hide bailout evidencefrom kurt nimmo: Earlier today House representative Edolphus Towns subpoenaed documents related to the so-called “backdoor bailoutof AIG, including documents from Timothy Geithner, the former New York Fed chief and current Treasury secretary. The House Oversight and Government Reform Committee is looking for information on payments made to AIG counterparties, including Goldman Sachs, Morgan Stanley, Barclays, Bank of America, Deutsche Bank, and Societe Generale. The subpoena “specifically requests all documents surrounding the decision to pay AIG’s counterparties 100 cents on the dollar,” according to AFP.

It looks like Towns and his committee may only get part of the story. They will have to wait until 2018 to get the rest.

In May, well before Geithner was on the hot seat, the Securities and Exchange Commission approved a request by AIG to keep secret an exhibit to a year-old regulatory filing that includes some of the details on the most criminal aspect of the AIG bailout — the funneling of billions of dollars to the above mentioned culprits, particularly Goldman Sachs.

The SEC said the exhibit “qualifies as confidential commercial or financial information” and is off limits to Congress and the American people. The 2018 expiration date will fall on the tenth anniversary of the Federal Reserve of New York’s decision to provide “emergency financing” to an entity set up to specifically acquire some $60 billion in collateralized debt obligations from 16 banks in the United States and Europe.

The SEC ruling is yet another indication the banksters have a lot to hide and will go to unusual lengths to prevent the American people from learning the sordid details of their criminal activities.

US national debt now tops $12 trillionfrom afp: The US public debt topped 12 trillion dollars for the first time in history, Treasury officials disclosed Tuesday, moving past a key barrier that raised hackles in Congress. Treasury data showed Monday's outstanding debt at 12.031 trillion dollars, up from 11.999 trillion on Friday. The ballooning debt reflects the massive deficit spending by the government in an effort to revive an ailing economy over more than one year. The public debt topped 10 trillion dollars in September 2008. The debt is quickly approaching the statutory limit of 12.104 trillion dollars, meaning Congress would have to raise the ceiling to prevent a shutdown of government operations.

Mr. Reid promised that it would reduce the federal budget deficit while covering most of the uninsured and adding new benefits to Medicare. The senior Senate Democratic leadership aide said the bill’s costs would be more than offset by new taxes and reductions in government spending, particularly on Medicare, so that the legislation would reduce future federal deficits by $127 billion. The official cost analysis by the nonpartisan Congressional Budget Office was not immediately available, but if the cost projection holds up, it would meet President Obama’s requirement that the bill’s costs be held to about $900 billion. Mr. Reid presented the bill at a meeting with his fellow Democrats. The measure includes a so-called public option allowing people to buy into a new government health insurance plan, but states could opt out of that.

The lawsuit, filed by the Sacramento Municipal Utility District, is based on federal and state antitrust claims. It alleges Charlotte, North Carolina-based Bank of America and more than a dozen other banks conspired to pre-select winners of municipal derivative auctions, coordinated their pricing, and accepted kickbacks disguised as fees from co-conspirators... The banks engaged in “allocating customers and markets for municipal derivatives, rigging the bidding process by which municipal bond issuers acquire municipal derivatives, and conspiring to manipulate the terms that issuers received,” according to the lawsuit.

"The Geithner plan is very badly flawed," Stiglitz told Reuters in an interview during a Credit Suisse Asian Investment Conference in Hong Kong. U.S. Treasury Secretary Timothy Geithner's plan to wipe up to US$1 trillion in bad debt off banks' balance sheets, unveiled on Monday, offered "perverse incentives", Stiglitz said. The U.S. government is basically using the taxpayer to guarantee against downside risk on the value of these assets, while giving the upside, or potential profits, to private investors, he said. "Quite frankly, this amounts to robbery of the American people. I don't think it's going to work because I think there'll be a lot of anger about putting the losses so much on the shoulder of the American taxpayer."
