Here and at grocery stores across the country, the chimes come just after food stamps and other monthly government benefits drop into the accounts of shoppers who have been rationing things like milk, ground beef and toilet paper and can finally stock up again. Shoppers mill around the store after 11 p.m., killing time until their accounts are replenished. When midnight strikes, they rush for the checkout counter.
debtors' prisons make a comeback…in the US from allgov: America’s jails are increasingly becoming de facto debtors’ prisons as the legal system levies more fees than ever on individuals who wind up behind bars simply because they can’t pay their bills or the administrative penalties imposed by judges. Both the Brennan Center for Justice and the American Civil Liberties Union (ACLU) have issued reports on the rise of debt-related incarceration, noting that courts are administering more fees these days as a way to make up for budget shortfalls.
dying communities see salvation in new prisons from ap: Although rural communities have successfully lobbied for — and built — prisons for years, not many studies have been done on their economic impact. Some studies indicate slight economic gains for some prison towns, according to a Congressional Research Service report in April. Others that have become prison anchors might have not grown as fast as those without prisons. Florence, Colo., where a federal prison complex went up in 1994, was once a major oil producer and gold-smelting center and now has some new businesses. New federal prisons have recently started hiring in West Virginia, which has seen a decline in coal jobs, and in an impoverished farming community in California. Others are being built in Mississippi and Alabama.

During a search of Bishop's computer, authorities found a draft of a novel that Bishop was writing about a female scientist who had killed her brother and was hoping to make amends by becoming a great scientist, according to a person who was briefed on the investigation and spoke to the Globe on the condition of anonymity.
from cnet: Sometimes ingenuity doesn't quite lead you to a comfortable place. The enterprising folks at WPMI TV in Mobile, Ala., decided that they should reach out on a real-time basis to their viewers. They erected a billboard, adorned it with an image of three of its most photogenic anchors, and added a live Twitter feed. The whole thing ran very smoothly, until a passing human took this photograph and sent it in to The Palmetto Scoop.
Perhaps one's first reaction would be that this image might have enjoyed a little concoction. However, Mashable has confirmed that not only is it real, but, citing the Lagniappe blog, it says WPMI-TV's general manager and news director have allegedly been suspended for a week because of this unfortunate conflagration. This all seems just slightly odd. Television and radio has always been fond of slipping in a seven-second delay just in case untoward syllables slip through the mouths of guests or, indeed, hosts. It seems that no such delay was considered for this Twitter feed.
fittingly, this execution comes as the mass murder contagion is, once again, raging across america... from ap: Gov. Tim Kaine denied clemency Tuesday for sniper John Allen Muhammad, clearing the way for him to be executed for the attacks that terrorized the nation's capital region for three weeks in 2002.
Muhammad was sentenced to death for killing Dean Harold Meyers at a Manassas gas station during a three-week spree that left 10 dead across Maryland, Virginia and Washington, D.C.
He and his teenage accomplice, Lee Boyd Malvo, also were suspected of fatal shootings in other states, including Louisiana, Alabama and Arizona.
The motive for the shootings remains murky. Malvo said Muhammad wanted to use the plot to extort $10 million from the government to set up a camp in Canada where homeless children would be trained as terrorists. But Muhammad's ex-wife has said she believes the attacks were a smoke screen for his plan to kill her and regain custody of their three children.
For the families of those killed, the day is a long time coming.

The 48-year-old Muhammad was put to death by lethal injection at the Greensville Correctional Center in Jarratt, Virginia, said Virginia Department of Corrections spokesman Larry Traylor. "Death was pronounced at 9:11 p.m. There were no complications. Mr. Muhammad was asked if he wished to make a last statement. He did not acknowledge us or make any statement whatsoever," Traylor told reporters. "Things went very normally," Traylor added.
update: teens arrested in shooting plot at colorado school from ap: Two teens arrested in New Mexico on suspicion of burglary and theft had planned a shooting spree at a rural southwestern Colorado high school as early as this week, according to a sheriff who said he was among the targets. Dolores County Sheriff Jim Martin said Thursday that the main force behind the plot, a 16-year-old, also planned to shoot his principal of Dove Creek High School and Martin's undersheriff, then use the law enforcement officers' weapons to continue shooting. Others at the school, including the superintendent, also were targeted, Martin said. Martin said sheriff's deputies recovered seven rifles, including .22-caliber weapons, shotguns and an M1 carbine, at the Dove Creek home of the 16-year-old, and three more weapons when the teens were arrested in New Mexico. "It was probably going to take place this week," Martin said.
ny suicide jumper lands on teen after plunge from upi: A 17-year-old boy was seriously injured after being struck by a woman who leapt to her death at a New York shopping mall, police say. Police said a 56-year-old woman leapt over a third-floor railing at the Queens Center Mall, landing on the unidentified teen, leading to the teen being hospitalized with serious injuries, the New York Post said Thursday. The teen had been sitting in a massage chair on the mall's lower level when he was struck by the unidentified woman, who died as the result of her plunge. "I saw the lady on the floor with a pool of blood next to her and her hairpiece," witness John Perez told the Post of Wednesday's incident. "She landed on a kid. They lifted him up and put him (back) on a massage chair. He was bleeding from his head." The Post said the teen is listed in stable condition at Elmhurst Hospital.

oregon man shoots himself during 'watchmen' movie from kmtr: A man shot himself to death in a Eugene movie theater just after midnight Monday morning. Police say about 10 patrons were in an auditorium at Regal Cinemas watching the movie “Watchmen.” About midway through the film some of the moviegoers told the manager they heard a “popping” noise like a gunshot. A 24-year-old man was found in the rear of the auditorium with a gunshot wound to the head. Police say the man shot himself and was dead when they arrived. The patron closest to the man was sitting two rows away.
pittsburgh shooter poplawski was fan of online conspiracy theories from raw story: The unemployed twenty-two year old man who killed three Pittsburgh police officers and wounded two others in a four-hour shootout on Saturday morning [apr4] had been heavily influenced by extremist conspiracy theories prior to the incident. According to the Pittsburgh Post-Gazette, Richard Poplawski was "convinced the nation was secretly controlled by a cabal that would eradicate freedom of speech, take away his guns and use the military to enslave the citizenry. ... He appeared to share a belief that the government was controlled from unseen forces, that troops were being shipped home from the Mideast to police the citizenry here, and that Jews secretly ran the country."
update: samson police chief called for troops from chipley paper: Jerome R. Corsi of World Net Daily reports that Samson Police Chief Gary Weeks asked for Army help from nearby Ft. Rucker after the massacre that left 12 people dead. WND confirmed troops from nearby Ft. Rucker provided limited assistance after a request from the police chief of Samson, Ala. The Associated Press earlier reported that the Army launched an inquiry into the use of soldiers from Fort Rucker in the town of Samson after the south Alabama shooting massacre. The Army confirmed today that 22 military police and an officer were sent to Samson after the mass slaying of 12 people last week. The town's tiny police force and county officers were stretched to the limit after the shootings. Some have questioned why Army troops were sent to Samson, suggesting the move was a possible violation of federal law. An Army spokesman says officials with the Army Training and Doctrine Command are trying to determine what happened. Among the questions is why the troops were sent to Samson and what they did while there.
missouri report on militias/terrorists draws criticism from ap: A new document meant to help Missouri law enforcement agencies identify militia members or domestic terrorists has drawn criticism for some of the warning signs mentioned. The Feb. 20 report called "The Modern Militia Movement" mentions such red flags as political bumper stickers for third-party candidates, such as U.S. Rep. Ron Paul, who ran for president last year; talk of conspiracy theories, such as the plan for a superhighway linking Canada to Mexico; and possession of subversive literature. "It seems like they want to stifle political thought," said Roger Webb, president of the University of Missouri campus Libertarians. "There are a lot of third parties out there, and none of them express any violence. In fact, if you join the Libertarian Party, one of the things you sign in your membership application is that you don't support violence as a means to any ends." But state law enforcement officials said the report is being misinterpreted.

The tragic total is 15 people dead, plus the gunman himself.

Thus, the shooter was on psychiatric medications and then quit using them. This created a classic antidepressant withdrawal crisis which is exactly what leads to extreme acts of violence against self or others. after attacks, europe hurries to tighten gun laws from ap: Several European countries have restricted gun laws in the wake of school massacres, gang violence and other gun-related crimes:
_Finland announced plans Wednesday to impose stricter restrictions on firearms, including raising the minimum age for handgun ownership from 15 to 20. The proposal was prompted by two school massacres within a year in which lone gunmen opened fire on classmates and teachers.
In addition, some U.S. states have recently tightened gun laws as well:
• Colorado, a year after the 1999 Columbine High School shootings, made it a felony to buy a firearm for another person who should know the transaction is illegal, barred anyone from giving a firearm to a juvenile without the consent of the parents; made it illegal for a person not to try to prevent a juvenile from committing a gun crime; and increased the penalty for possession of a weapon by a felon. But three years later, the state expanded gun rights instead, by requiring sheriffs to issue gun permits to people who pass a criminal background check, prohibiting local governments from making gun laws more restrictive than the state's, and abolishing local registries of gun owners.
10 dead in alabama shooting from wikinews: Ten people have been killed and several injured across two small towns of Samson and Geneva in Alabama after a shooting incident by a gunman. The victims include the gunman and the wife and child of a sheriff's deputy. The gunman started his killing spree in a gas station in Samson after 5 p.m. Eastern Time and his rampage ended 12 miles away at the Reliable Metal Products plant, a manufacturing plant in Geneva. According to a report by CNN from Alabama state SenatorHarri Anne Smith, who represents Geneva County "he [the gunman] was shooting at just ordinary people going about their business". The gunman was identified as Michael McLendon, who once worked at the Reliable Metal Products plant. He took his life at the plant after an encounter with the police. The victims include six adults and a child. The investigators are not sure what caused this catastrophic event to take place. Samson and Geneva are two small rural towns with a population of less than 5000 in Alabama near the Florida border.

update: man dressed as 'the joker' shot dead by police from guardian: A man dressed as Batman villain the Joker has been shot dead by police in America after pointing a loaded shotgun at them. The dead man, who was said to be obsessed with the character, was wearing full costume and makeup when he was challenged by officers in a national park in Virginia, according to legal documents. The FBI named him as army specialist Christopher Lanum, who was wanted as a suspect over the stabbing of a fellow soldier at Fort Eustis, a major army base in the state, several hours before. Lanum's girlfriend, Patsy Ann Marie Montowski, who was with him when he was shot, told investigators that the soldier idolised the Joker, played in the most recent Batman film, The Dark Knight, by the late Heath Ledger. The events began at the base early on Sunday when Lanum become embroiled in an argument with a fellow soldier, Mitchell Stone, allegedly stabbing him and using a stun gun on him.

"They’re very sorry for the pastor's congregation," said Edwardsville defense attorney Ron Slemer, who has been hired by Terry Sedlacek’s family to represent him. “They want to express this sympathy for everyone." Slemer said Sedlacek's family is "very sorry for the loss of Rev. Winters." The Rev. Fred Winters, the pastor of First Baptist Church Maryville, was shot to death Sunday morning during a worship service. Sedlacek has been charged with murdering him and stabbing two congregation members who subdued him. Slemer said Sedlacek has Lyme disease from getting bit by a tick several years ago, and that his physical and mental health have suffered as a result. "That's what it's all attributed to so far. You can see how he's deteriorated over the years. They've struggled with this," Slemer said. "I just know that it's caused his body to physically deteriorate and also his mental condition."

shooting spree leaves at least 10 dead in rural alabama from dpa: A gunman is believed to have killed at lease nine people in a shooting spree in southern Alabama before taking his own life, the Alabama Department of Public Safety said late Tuesday. The spree through a mostly rural area near the Florida state line including shootings in at least four locations, the state police statement said. The gunman, who was described as carrying a semiautomatic weapon, is believed to have acted alone. "This is a very complicated investigation that is unfolding, with multiple crime scenes and a number of agencies working together," the state police statement said.

update2: 17 dead after 17yr old's germany shooting spree from evening standard: A gunman aged 17 went on the rampage at a German high school today murdering 10 students and three women teachers. The killer took particular interest in one of the classrooms, room 10D. He went in and out of the room three times, asking the last time: “Are you all dead yet?” Timothy Kretschmer, who wore a black combat uniform and a gas mask, killed a total of 16 people before he was shot dead by police.
