op-ed: upcoming police exercise is unsettlingfrom augusta chronicle: There will be a government exercise conducted July 27-31. It is called National Level Exercise '09, or NLE '09. Although the focus of this exercise is on terrorism, it will not be focused on bearded men from the Middle East. The focus will be on internal threats: Americans. If this seems a bit absurd to the reader, let me expound on it.

The Pentagon, in their own documents, and the Missouri State Highway Patrol and the Virginia State Police, in their own documents, have labeled Americans as possible terrorist threats. These people are known as Christians, pro-life activists, gun-rights advocates, homeschoolers, Ron Paul supporters, 9/11 truth activists, tea party demonstrators, etc. If this is hard to believe, one need only to type "Missouri Information Analysis Center" in a search engine to learn more.

Also, Shreveport, La., Mayor Cedric Glover apparently has suspended the Second Amendment in his city. I spoke to an aide in his office who confirmed this. This only came to light when citizen Robert Baillio was stopped and his gun, which he had a permit for, was taken. He had pro-gun stickers on his vehicle.

The aforementioned exercise will focus on terrorism prevention. This exercise will be a multinational, multi-agency effort. The Federal Emergency Management Agency, the Department of Homeland Security, state, county, local and tribal agencies will focus on intelligence- and information-gathering.

Military troops from Britain, Australia, Canada and Mexico will be participants this year. Rumors have been circulating for quite a while of foreign troops on U.S. soil, and now it is happening. All this information can be found on FEMA's official Web site.

When all the documentation suggests that hard-working, honest citizens who believe in God, life and liberty are terrorists, then this country is in danger. The focus of the exercise is unsettling. If the mayor of one city can suspend our rights, what is the full might and muscle of our federal government capable of?

According to a factsheet buried on the FEMA website, the agency will host National Level Exercise 2009 (NLE 09) on July 27 through July 31, 2009. “NLE 09 will be the first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery,” the factsheet states. It is designated as a Tier I National Level Exercise, or TOPOFF, which are exercises conducted annually in accordance with the National Exercise Program (NEP), “which serves as the nation’s overarching exercise program for planning, organizing, conducting and evaluating national level exercises,” according to FEMA. NLE 09 “will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants” in the “aftermath of a notional terrorist event outside of the United States.” So-called “exercise play” will concentrate on “preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks... NLE 09 will be an operations-based exercise to include: activities taking place at command posts, emergency operation centers, intelligence centers and potential field locations to include federal headquarters facilities in the Washington D.C. area, and in federal, regional, state, tribal, local and private sector facilities in FEMA Region VI, which includes the states of Arkansas, Louisiana, New Mexico, Oklahoma and Texas."

fema suspends topoff, saic drops out of competitionfrom washington technology: The Federal Emergency Management Agency has suspended a procurement for the upcoming Top Officials (TopOff) 5 national disaster drill to investigate allegations of improprieties in the contracting process, said FEMA Administrator R. David Paulison.

Also today, Science Applications International Corp. said it has withdrawn its bid on the Topoff 5 contract and has put several employees on administrative leave while it conducts a review of the allegations.

We are reviewing the situation but we withdrew our proposal because we want to assure the government of our intention to perform in a completely ethical manner,” SAIC said in a statement released by Laura Luke, spokeswoman.

Canada, U.S. and Mexico are planning a massive joint military exercise in April 2009 "to focus on terrorist events that could affect [the] 2010 Olympics," according to Public Safety Canada documents released to 2010 Watch via access to information.

The rehearsal, led by the U.S. Department of Homeland Security, is code-named TOPOFF 5. Canadian troops were among the 15,000 participants involved in last October's TOPOFF 4 in Portland, Ore., Phoenix, Ariz. and Guam.

"Exercises provide unique training opportunities to strengthen our ability to deal with potential emergencies," said Public Safety Minister Stockwell Day in an e-mail statement responding to 24 hours' interview request. "They are important tools to strengthen Canada's ability to deal with real incidents."

SPP was founded in 2005 to promote economic growth and enhanced security in North America.

"Does it mean that if the American forces are training with Canadian forces that they are going to be positioned here in Canada during the period of the Olympic Games?" said 2010 Watch's Chris Shaw. "And, if so, under whose command?"

bomb scare disrupts topoff drillfrom oregonian: The Topoff dirty-bomb drill turned into a real-life bomb scare this afternoon after a trio of bomb-sniffing dogs alerted authorities to possible explosives on the first floor of the parking garage of the Doubletree Hotel Portland at 1000 NE Multnomah Street. Michael Chertoff, secretary of the U.S. Department of Homeland Security, was scheduled to be at the hotel for part of the Topoff counterterrorism exercise later in the day.

According to Brian Schmautz with the Portland Police Bureau, as officials were doing a sweep of the Doubletree Hotel located near the Lloyd Center (in preparation for the TOPOFF exercise), bomb-sniffing dogs got a hit on several vehicles in the vicinity.

They later discovered that the dogs had detected traces of explosives in police and military vehicles that were involved in the exercise that was being staged. The bomb residue is something common in those type of vehicles.

MAX service resumed just before 4:30 p.m. and police began clearing the area shortly after.

But we're talking about protecting the homeland here. And there's not much time before the mock bomb goes off.

portland police seek volunteers for topofffrom indymedia: TOPOFF 4 (T4) is a federal exercise scheduled for October 15-19 involving local, state, and federal top officials to test decision making and communications, address policy, and conduct an emergency mobilization. This is the fourth exercise held by the Department of Homeland Security.

The City of Portland is recruiting volunteers for two activities during T4. Approximately 600 volunteers are needed to participate in a large scale disaster scenario at Portland International Raceway (PIR) on Tuesday, October 16 to play different roles as disaster victims. The FBI will be conducting background checks on volunteers who are positioned at the large scale event.

There are opportunities to volunteer at other sites that do not require a background check. Individuals interested in participating can find out more specifics by contacting June Vining at 503-823-3937 or jvining@fire.ci.portland.or.us or you may reach her by cell phone at 971-563-9641.

On October 17, East Precinct is hosting a TOPOFF 4 shelter-in-place exercise from 9:30 a.m. to 11:30 a.m. There is a need for about five to seven volunteers who are interested in participating. Volunteers will be asked to act as victims who must shelter in one place simulating what to do when you must stay at one location during a disaster. T4 is the largest exercise in the history of the United States. Oregon is the primary venue site, but T4 is also taking place concurrently in Guam and Arizona in an interrelated exercise. Approximately 175 separate agencies will participate in the Oregon exercise and approximately 5000 players will participate in the Oregon exercise. Canada, Australia and the United Kingdom will participate in the Oregon Exercise and approximately 35 countries will send delegations to Portland to observe the exercise.

In letters to Mayor Tom Potter, U.S. Rep. Peter DeFazio, other elected officials, and us, the (very) concerned citizens link the disaster drills to a recent presidential directive that would give the executive new powers during a “catastrophic emergency,” as defined by the Commander Guy.

One Indymedia poster called it “the equivalent of Hitler's Article 48,” and said Noble Resolve “is too dangerous to allow in Oregon.”

Really? I’ll bet anyone 50 American dollars that martial law won’t “go live” in Portland during this year's drills.

Don’t get me wrong: Bush’s rule-by-decree style is deeply troubling. The Homeland Security exercises aren’t. At least, they’re not the end of the world—just a practice run for it.

from government computer news: Portland, Ore., and Phoenix have been identified as sites for the nation's next disaster response drill.

The two cities are expected to host Topoff 4 in May 2007. The multimillion-dollar drill, whose name is short for Top Officials, is the third to be run by the Department of Homeland Security to test federal, state and local preparedness and response capabilities to a complex terrorist attack scenario...

Anna Richter Taylor, a spokeswoman for Oregon Democratic Gov. Ted Kulongoski, confirmed the selection of Portland as a site for the event. News reports in Oregon indicated Phoenix was also selected for Topoff 4, although Taylor said she could not immediately confirm that. DHS officials did not return a call for comment.

Taylor said the governor supports Portland’s hosting of the Topoff 4 drill and will consider providing some financial aid for it. “The governor made it clear that we wanted to collaborate and there would be grants involved,” Taylor said in the phone interview.
