You Can Change the Channel, But Local News Is the Same

Local TV Stations Cut Costs by Sharing News Operations
You Can Change the Channel, But Local News Is the Same
from nytimes.com: Call a reporter at the CBS television station here (in Texas), and it might be an anchor for the NBC station who calls back. Or it might be the news director who runs both stations’ news operations.

The stations here compete for viewers, but they cooperate in gathering the news — maintaining technically separate ownership, but sharing office space, news video and even the scripts written for their nightly news anchors. That is why viewers see the same segments on car accidents, the same interviews with local politicians, the same high school sports highlights.

The same kind of sharing takes place in dozens of other cities, from Burlington, Vt., where the Fox and ABC stations sometimes share anchors, to Honolulu, where the NBC and CBS stations broadcast the same morning show. The changes have drawn the ire of critics, who charge that there are fewer and fewer journalists actually covering local news. The agreements behind this sharing are also attracting the attention of another group of viewers — federal regulators.

Amid stiff competition for advertising revenue, these agreements are a “survival strategy” for weak stations, said Perry Sook, the chairman and chief executive of Nexstar, which owns the CBS station here, KLST.

The rise of the agreements resembles the retrenchment of the American newspaper industry, but it has been far less publicized.

Federal Prisoners in WV Test MP3 Player Program
from wtrf.com: Hundreds of female inmates at a federal prison in West Virginia are testing a program to bring the quality of entertainment behind bars into the 21st century. More than 400 inmates have spent about $70 apiece to buy MP3 players from the commissary in the Federal Prison Camp at Alderson. U.S. Bureau of Prisons spokeswoman Traci Billingsley says the program is essentially a technology update because inmates have been able to buy radios for decades. If it works in West Virginia, it will be rolled out to other federal facilities in late spring or early summer. Billingsley says keeping inmates occupied helps promote safety, particularly in overcrowded prisons where stress, conflict and the risk of violence is high.

army uses US media to train psychological operations personnel

army uses US media to train psychological operations personnelfrom allgov: In what might be called reverse embedding, the U.S Army has been placing soldiers who conduct psychological warfare at local television news stations and newspapers, in order to pick up media skills for their work.

Through internships and fellowships, the Army’s Training with Industry program has allowed members of the 4th Psychological Operations group to work at WRAL, a CBS affiliate in Raleigh, North Carolina, and WTOC, a CBS affiliate in Savannah, Georgia. The experience provides soldiers with knowledge about broadcasting which then can be used to sway foreign enemies or populations.

The Army previously placed PSYOPS troops in CNN Money’s newsroom in 2000. But after word got out about it, CNN pulled the plug on the internships and admitted the move had been a mistake. The Chicago Tribune also hosted Marine Corps officers from 2002 until 2004.

In June the Army announced that it would be replacing the term “psychological operations” to the less ominous-sounding “Military Information Support Operations.”

william safire, columnist & nixon speechwriter, dies at 79

william safire, columnist & nixon speechwriter, dies at 79from ap: William Safire, the conservative columnist and word warrior who feared no politician or corner of the English language, died Sunday. He was 79. The Pulitzer Prize winner died at a hospice in Rockville, Md. The cause of death was pancreatic cancer, family friend Martin Tolchin said.

Safire spent more than 30 years writing on the Op-Ed page of The New York Times. In his "On Language" column in The New York Times Magazine and more than a dozen books, Safire traced the origins of words and everyday phrases such as "straw man," "under the bus" and "the proof is in the pudding." ...

Safire penned more than 3,000 columns, aggressively defending civil liberties and Israel while tangling with political figures. Bill Clinton famously wanted to punch the curmudgeonly columnist in the nose after Safire called his wife "a congenital liar." ...

As a speechwriter in the Nixon White House, Safire penned Vice President Spiro Agnew's famous phrase, "nattering nabobs of negativism," a tongue-in-cheek alliteration that Safire claimed was directed not at the press but at Vietnam defeatists.

econocrash: homeless, deficit, world currency & the fed under fire

"here it is, you can see it & touch it":
medvedev shows off sample coin of new 'world currency' at g8

more families becoming homeless, study finds
more families becoming homeless, study findsfrom washington post: Louis Gill doesn't like to turn anyone away. The director of the Bakersfield Homeless Center in California has taken to laying out cots and mattresses between the shelter's 174 registered beds to cope with the rush of homeless families brought to his doors by the financial crisis. "Last year, we saw a 34 percent increase in homeless families and a 24 percent increase in homeless children," he said. "Why do we go beyond capacity? Because in a just society, a child should not have to sleep outside or in a car." Gill is a frontline witness to the change in the makeup of the country's homeless. The stereotype of a homeless person as a single man no longer applies. A resident of the Bakersfield center is far more likely to be a young mother with a "good, solid job and a mortgage that she just couldn't pay... They're like folks you know and that you've worked with," Gill said. "Maybe the work's not there right now. Maybe they got behind on their payments. But the idea of a typical homeless person has changed. We're seeing individuals come in that have never had to access the safety net before." Government figures support Gill's experience. The ravages of the recession, including a surge in foreclosures and unemployment approaching 10 percent, have driven thousands of families onto the streets. Although the number of homeless individuals remained relatively stable between 2007 and 2008, the number of homeless families rose 9 percent, and in rural and suburban areas the number jumped by 56 percent, according to a report [5.6mb PDF] released last week by the U.S. Department of Housing and Urban Development.

calif tax officials: legal pot would rake in $1.4b
from sfgate: California tax officials have found that a state bill to tax and regulate marijuana like alcohol would generate nearly $1.4 billion in revenue. A State Board of Equalization report released Wednesday estimates marijuana retail sales would bring $990 million from a $50-per-ounce fee and $392 million in sales taxes. The bill introduced by San Francisco Democratic Assemblyman Tom Ammiano in February would allow adults to legally possess, grow and sell marijuana. Ammiano has promoted the bill as a way to help bridge the state's $26.3 billion budget shortfall. The state could not begin collecting taxes under the bill, as written, until the federal government legalizes marijuana. A spokesman says Ammiano plans to amend the bill to remove that provision.

US budget deficit tops $1t for first time
budget deficit tops $1t for first timefrom ap: Nine months into the fiscal year, the federal deficit has topped $1 trillion for the first time ever. The imbalance is intensifying fears about higher interest rates and inflation, and already pressuring the value of the dollar. The Treasury Department says the deficit in June totaled $94.3 billion, pushing the total since the budget year started in October to nearly $1.1 trillion. The deficit has been propelled by the huge sum the government has spent to combat the recession and financial crisis, combined with a sharp decline in tax revenues. Paying for wars in Iraq and Afghanistan is also a major factor. The country's soaring deficits are making some foreign buyers of U.S. debt nervous, and this could make them reluctant lenders down the road.

audio: 'we have to go spend money to keep from going bankrupt'
biden says 'we have to go spend money to keep from going bankrupt'from cnsnews: Vice President Joe Biden told people attending an AARP town hall meeting that unless the Democrat-supported health care plan becomes law the nation will go bankrupt and that the only way to avoid that fate is for the government to spend more money. “And folks look, AARP knows and the people with me here today know, the president knows, and I know, that the status quo is simply not acceptable,” Biden said at the event on Thursday in Alexandria, Va. “It’s totally unacceptable. And it’s completely unsustainable. Even if we wanted to keep it the way we have it now. It can’t do it financially... We’re going to go bankrupt as a nation,” Biden said. “Now, people when I say that look at me and say, ‘What are you talking about, Joe? You’re telling me we have to go spend money to keep from going bankrupt?’” Biden said. “The answer is yes, that's what I’m telling you.”
