from politico: On this day in 1963, President John F. Kennedy declared that the U. S. would be willing to cease testing nuclear weapons in the atmosphere if the Soviet Union agreed to follow suit. In a commencement address at Washington’s American University, the president disavowed a “Pax Americana” modeled after the Roman Empire. Instead, he said, his administration was seeking to fashion a new “strategy of peace.”
