The movie was made by Robert Greenwald and Brave New Films. The movie criticizes the perceived greed, waste, and ineffectiveness of the contractors in a war that has been privatized by corporations on a historic level. Specifically, the film claims contractors are over-billing the government and doing substandard work while endangering the lives of American soldiers and private citizens. The documentary contends these major four companies are composed of ex-military and ex-government workers who unethically help these companies get and keep enormous contracts and milk the American taxpayer.

The companies criticized are: Blackwater, KBR-Halliburton, CACI, and Titan.
