from katu: Local emergency responders are doing their best to prepare for the worst Tuesday as they take part in the largest terrorism exercise in U.S. history. The "TOPOFF 4" exercise is two years in the making and involves the cities of Phoenix, Portland, and the U.S. territory of Guam. The largest part of the drill is taking place in Portland.
